The Syrian government on Thursday said a preliminary investigation into the massacre in Houla showed it was committed by "terrorists" seeking to ignite a civil war, dpa reported.

"There were between 600-800 terrorists inside Houla. They are the ones who killed the people because they were against their presence in the area," said Brigadier Kassem Jamal Suleiman, head of the commission appointed by Damascus to investigate.
