UN consults Turkmenistan on local self-governing bodies’ activity

The Turkmen Parliament together with the United Nations Development Programme (UNDP) held a meeting of experts in the field of improving the activity of local and self-governing bodies at an international level in Ashgabat, the Turkmen government said on Monday.

The Turkmen Parliament together with the United Nations Development Programme (UNDP) held a meeting of experts in the field of improving the activity of local and self-governing bodies at an international level in Ashgabat, the Turkmen government said on Monday.

The event was organised as part of the joint project of the Turkmen Parliament and UNDP programme 'Parliamentary Development Support Programme' aimed at strengthening and enhancing the role of parliamentarians and examining the international standards of legal regulation, including the local authorities.

The agenda includes the current tasks of local and self-governing bodies in strategic planning, budgeting, taxation and social services.

'Special attention was paid to intensification of local representative bodies in the implementation of investment projects', a statement said.

The parliamentary elections will be held in Turkmenistan on Dec. 15, 2013. The candidate nomination will begin on October 16, 2013. Around 125 constituencies have been established on the number of deputy mandate in the national parliament.
According to the Turkmen constitution, the parliament passes laws, makes changes and additions to the Constitution of Turkmenistan, approves the state budget, addresses questions on holding referendums and announces presidential and parliamentary elections.
It also considers issues the appointment and dismissal of the chief of the Supreme Court, attorney general, interior minister and minister of justice and ratifies and terminates international treaties, addresses issues on changes of state borders and the administrative-territorial division of Turkmenistan.
