The Azerbaijani Parliament is preparing a special bill in connection with the illegal constructions in Baku and its suburbs, head of the Azerbaijani parliament's office Safa Mirzayev told media today.
He added that the bill will have a differentiated approach to constructions.
"The general opinion is that it is necessary to maximally help people," he said. "If these constructions do not create barriers for safety, people's lives, then they should remain."
It should be stressed that the Azerbaijani Parliament adopted the Town Planning and Building Code at the summer session.
The Code will regulate various issues including planning areas, making town-planning documents, the transparency of the process, ensuring that the construction activity corresponds to planning documents, security of construction projects, evaluation and consideration of the effect of urban development and construction activities on the environment and building permit process.
The notification procedure, rather than permissive will be applied toward private dwellings (no more than three storey dwellings and not higher than 12 meters). This means that the person who wants to build a house, must ensure the design of his home by a designer, operating in accordance with the law.
It is necessary to inform the relevant executive body about the intention to build a house and submit a draft of the building.
If this organization does not submit any complaints and proposals on the draft within a month, a person who intends to build a house, can begin construction without a permit. If there are claims and proposals, they must be taken into account. These claims and proposals must be justified by legal rules of construction and town planning documents.
