As a result of January to August 2006 net incomes of Azerbaijani population made up 6536.9m manats, or 20.6% (1.1bn manats) more than 7 months of 2005. Per capita incomes comprised 783.1 manats with a rise of 19.2%. Average per capital income was 97.9 manats a month.

Increase in community incomes was result of rise of average monthly salaries of employees of some state bodies in Azerbaijan in January and August.

In January to August of 2006 the community expenses were distributed in the following way: 70.4% on, purchase of goods and services, 11.7% - obligatory payment and fees, 17.9% - purchase of foreign currency and increase of savings.

Real community incomes after the payment of taxes and membership fees, made up 5774.6m manats, or 22.2% more than last year. Real per capita community income made up 691.8 manats with rise of 19.8%.

Thus, in the fist 8 months of 2006 the community expenses comprised 5364.1m manats, or 20.8% up than expenses in January to August of 2005 (4440.8m manats). The community incomes exceeded expenses by 1172.8m manats, which implies for accumulation of funds.

Thus, the amount of average monthly salary in Azerbaijan as a result of January to August 2006 comprised 137.4 manats, or 20% more than 2005. Increase salaries of several categories of employees financed out of the public budget in the country in July continued in August.

However, there is high differentiation of the labor payment on types of economic activities. The payment of agriculture employees turned out lower than the refining industry. The highest salary rate was fixed in extractive industry, as well as financial, leasing and commerce, construction sectors.

In January to July (the data provided with a month-delay) the social payments paid at the job places made up 4.3 manats. Major part of benefits fell on employees of electricity gas and water supply, transport, store economy, communications and education.

Targeted social aid

The targeted social aid allotted to low-incomes families from 1 July 1 can be a new form of incomes. As of September 1,263,928 families appealed to become beneficiaries of the targeted social aid. The documents of only 62,435 families (23.7%) out of 45,094 hopefuls have been registered at the Center for Social Security of Citizens. Only 28,631 (63.5%) families, or 125,186 people, will receive benefits. 11,298 beneficiaries-families are urban residents, while 17,333 families - rural residents.

At the resolution of the Cabinet of Ministers, a schedule of a criteria of need' to become a beneficiary of targeted social aid is defined as 30 manats (150,000 old manats).

A total of 1,248,191 manats is required for families who will receive the targeted social assistance (43.6 manats per family)

As of 1 September, the number of families that receive different social benefits from the government comprise 11,545 (40.3%), while the families who will for the first time receive state aid will number 17,086 (59.7%).

Labor market

As to situation in the labor market in Azerbaijan in January to July 2006, a season of labor fairs continued.

Thus, in June and July the Ministry of Labor and Social Security held over 10 labor fairs. As a result 900 people have been employed. In August this figure has got tripled.

The Employment Department of the Ministry said that in this period the Ministry has held 35 labor fairs in different regions of the country, including the Nakhchivan Autonomous Republic. A total of 1040 enterprises with 12,028 jobs participated in the labor fairs and 2636 people have been employed, 184 were attracted to public jobs, while 154 were sent to training courses.

In accordance with official statistics, as of 1 September 2006 a total of 3879,600 economically active people were employed in the Azerbaijan, or 0.99% up than 2005.

As of 1 August 2006 a total of 54,987 people were registered at the employment services, whereas as of 1 July they have numbered 55,424 people, while on 1 June it was 55,557. It reveals a cut by 308 people. The similar tendency has been observed since April, when the number of officially unemployed reduced 1390.

A total of 38,083 has appealed to the Employment Service in Azerbaijan since the beginning of the application of the targeted social assistance, which exceeds 88.3% the similar figure of 2006. Some 7,732 people were given necessary consultations for employment. 5,731 people were provided with jobs, 2,589 people issued an employed status and 1,613 were given unemployed benefit.

It is interesting that 63% of applicants refused from the jobs offered them or stated their unwillingness to work.

Average unemployed benefit comprises 52.3 manats, which is 35.7 of average monthly salary of employees. 51.2% of all those receiving unemployed benefits were women. 4 people claimed at 1 vacancy.
