The dominant party "Nur Otan" needs a competitive force in the Kazakh political arena. It will allow real political modernization of the country to be conducted, the presidential advisor Yermukhamet Yertysbayev said.
He considers the business alliance Atameken as the force.
"One party - Nur Otan dominates in Kazakhstan. Atameken Union conducts an active policy," he said in an interview with Kazakh Liter newspaper. "It is not a political party nominally. The union conducts more important and responsible work at the legislative level, the legal and other spheres, than a total of ten registered political parties."
According to the changes in the constitution of 2007 at least two political parties must be represented in the lower house of the Kazakh parliament (Majlis). The forthcoming parliamentary elections in the country in 2012 must create a bipartisan system.
Yertysbayev sees the future two-party system in Kazakhstan as follows: "Nur Otan" will remain a centrist, conservative party, which protects the interests of big business, state sector, intellectuals, pensioners and youth.
Atameken Union is considered as a representative of the interests of small and medium-sized business, he said.
Yertysbayev earlier appeared with a proposal to create a new political party on the basis of the National Economic Chamber "Atameken Union".
"Nur Otan" and "Atameken" will be the same political brands as Republicans and Democrats in the U.S., the Conservatives and Labourists in England, he said.
"We must share power and business," he said. "We must create a new political culture."
