"Financial problems occurred to realize the project amid the global financial crisis as preferential loan was envisaged to grant for its realization, Gulmammadov said. HP suggested participation in pilot realization of the project."

The project envisages providing computers for long-term loan at low percent rates. Special working group including Intel and Microsoft corporations was established to realize the project in the Azerbaijani Ministry of Communication.

Computer of HP and Microsoft software will be designed only for teachers as part of the pilot project to be launched in March, Gulmammadov said.

"In case of successful realization of the pilot stage in future, we will apply to the government with a proposal to attract investors granting loans for further realization of the project," the official of the Communication Ministry said.

According to approximate calculations of the Ministry, presently, each 100 people have three-four computers in Azerbaijan. This figure can increase more than five times in case of successful realization of the project.
