Need for Amnesty for Immigrants in Russia: Expert

Russia, Moscow /corr. Trend R.Agayev / A real necessity has ripened in Russia to make large-scale amnesty for their immigrants coming from many western European countries. It is has been justified and is beneficial from the economic point of view and will significantly mitigate the statistic registration of the immigrants in the country. Such a proposal was made by the President of the Federal National Cultural Autonomy of the Russian Azerbaijanis (FNCARA), a member of the Consultative Council on National Policy of the Russian Government, Soyun Sadikov.

He stressed that in line with the Council of Europe, the OSCE, and other organizations, he has studied the experience of Spain and Austria regarding immigration and every three years, these countries hold amnesty for the immigrants working and residing in their territories. According to him, similar steps should be taken by Russia as well because on one hand it will bring certain economic benefits and on the other hand, it will provide an opportunity to define exact statistical data on immigrants within Russia's territory.

In addition, he stated that the immigrants in Russia are afraid to be legalized because they are afraid of being lied to by employers or do not want to pay the 30% tax. Moreover, according to Sadikov, it is necessary to apply the method of an individual approach to each concrete group of immigrants. "For instance, there are immigrants who have been residing in Russia since the collapse of the USSR and cannot receive citizenship from Russia or their original countries," he said. In addition, he stressed that the process of legalization should also be mitigated to increase the interest of the immigrants in notifying the relevant State bodies of their arrival in Russia.

The first experience of holding a job fair in cooperation with the FNCARA provides an opportunity to speak of the necessity of conducting such events with other national organizations and unions, he said.
