Baku, Azerbaijan, June 10

Trend:

Resident of Azerbaijan's Gadabay district Gatiba Alakbarova on June 10 has been handed over to Azerbaijani officials at the international border on the road between the cities of Gazakh (Azerbaijan) and Ijevan (Armenia), the International Committee of the Red Cross (ICRC) told Trend.

Alakbarova was returned to Azerbaijan during the operation carried out under the auspices of the ICRC, the committee said June 10.

Acting as a neutral intermediary, the ICRC assisted the authorities of Azerbaijan and Armenia in conducting the operation.

Before Alakbarova's return to Azerbaijan, the ICRC visited the woman to assess conditions of her detention and treatment.

It was reported earlier that Alakbarova was registered in a dispensary in Azerbaijan's Gazakh interdistrict psychiatric hospital.

The ICRC has been operating in the region since 1992 in connection with the Nagorno-Karabakh conflict in accordance with the mandate based on the Geneva Conventions.

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, in 1992 Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts. The 1994 ceasefire agreement was followed by peace negotiations. Armenia has not yet implemented four UN Security Council resolutions on withdrawal of its armed forces from the Nagorno-Karabakh and the surrounding districts.
