Azerbaijan and Turkmenistan to Discuss Caspian status in Ashgabat

Next bilateral meeting between Azerbaijan and Turkmenistan on the Caspian legal status will be held on the level of foreign ministers in Ashgabat. An agreement was achieved on 28 September during the meeting of the deputy foreign ministers of Azerbaijan and Turkmenistan, Khalaf Khalafov and Khoshgeldi Babayev in Baku.

The bilateral Azerbaijani-Turkmen talks on the definition of the Caspian legal status were set up in Baku on September 27.as a result of the meeting some proximity was observed in the positions details of the negotiations are not revealed. The main discussed issue was the definition of coordinates of medium line, the Azerbaijani Foreign Ministry said.

Disagreement between the two sides arose since 1998 regarding the Kapaz oil field. The sides could not define whom this field belongs to. Afterwards the talks were suspended. The issue has returned to agenda right after the changes in the administration of Turkmenistan.

Azerbaijan, Russia and Kazakhstan achieved an agreement on the Caspian legal status. Documents were not signed with Iran and Turkmenistan following the disagreement among these countries on the Caspian division. The achievement of bilateral agreement could provide a basis for adoption of a Convention on Caspian Status.
