Council of Europe Human Rights Commissioner Thomas Hammarberg could not visit the upper region of the Kodor Gorge due to unfavorable weather conditions, the Foreign Policy Department of the Abkhaz separatist regime reported.
"The Council of Europe official was supposed to fly by helicopter to the mountains, but the flight was postponed due to poor weather conditions," the department said.
The European Commission is in Abkhazia on an official visit.
Hammarberg aims to learn how the 2008 August developments affected the human rights situation in Abkhazia. The commissioner met with the separatist leader of Abkhazia Sergey Bagapsh and Foreign Minister Sergey Shamba on Feb. 9.
