Even depriving Russia of voting right in PACE will not return Abkhazia and South Ossetia to Georgia: expert

Even if Russia, on the initiative of the Georgian delegation, will be deprived of voting rights in PACE, Abkhazia and South Ossetia will not return to Georgia, said Russian expert on the South Caucasus, Sergei Markedonov.

"The theme of deprivation of Russia from voting in PACE does not appear for the first time, and not only related to Georgia, but this initiative has not been brought to its logical conclusion," Markedonov, head of the department of international relations at the Institute of Political and Military Analysis, told Trend by telephone from Moscow.

The Georgian delegation to PACE intends to achieve Russia's deprivation of the right to vote in the Assembly regardless of the results of the autumn session, a member of the Georgian delegation, MP David Darchiashvili told RIA Novosti.   

At the autumn session, which begins in late September, PACE will consider the report of the Monitoring Committee on Moscow and Tbilisi's implementation of resolution made in October last year. Last week, a group of MPs from various countries proposed PACE to deprive the Russian delegation of the right to vote in the autumn session, but at a meeting last week, the commission did not support the proposal to include this initiative in the draft resolution on the report.  
According Markedonov, such a step as depriving Russia of voting in PACE is unlikely productive from the point of view of European countries.  

"Still it needs to talk with Russia, because European countries need Russia as a partner and its role is great, said Markedonov - Deprivation of voting right will not bring anything, expect ordinary burst of anti-Western sentiment in Russia in general. Russia is a member of the Council of Europe and the West needs to work with it, expert said.  

"With regards to Medvedev-Sarkozy agreement, they initially had a few reads: it was not so much diplomatic as a political act, which completed the five-day war," said Markedonov.

Also, according to the expert, in addition to the fact that Russia is one of the major players in the conflict zones, there are the interests of Abkhazia and South Ossetia.

Even if to imagine that Russia has fully complied with all requirements and has not taken a tough position, now the population of South Ossetia and Abkhazia do not want to live in Georgia, and unfortunately, nobody pays any attention to this problem, he said.

"Over 17 years after the collapse of the Soviet Union, Russia took different positions in relation to Abkhazia and South Ossetia, but the population of these territories did not become pro-Georgian," said Markedonov.

According to him, in terms of reality, depriving Russia of voting right in PACE, even if it takes place, will not lead to anything substantial.
