A public chamber has been established at the third forum of Azerbaijani opposition.

Opposition parties that supported the declaration on the establishment of the chamber expressed the need to conduct electoral reforms to ensure the constitutional rights of citizens to participate in political life and in state governance.

Declaration on the establishment of the public chamber was signed by Musavat Party, Azerbaijan National Independence Party, Popular Front Party, the Classic Popular Front Party, People's Party and others.

The goals of the public chamber include: conducting research in the strategic development of Azerbaijani society and state, preparing and submitting for discussion the projects (including bills), programs, concepts, doctrine, sending requests to government authorities, ensuring civil movement for democracy to bring together all the best representatives of the Azerbaijani society, regardless of their political affiliation.  

The public chamber will conduct activities under the Constitution and regulations, rules, norms and principles of common law or set forth by international treaties which Azerbaijan has joined.
The declaration called admissible only non-violent, peaceful, civilized methods of struggle.

The supreme authority of the public chamber is the coordination council.

It has elected nine members - representatives of political parties and NGOs.
The council members were elected Isa Gambar, Ali Kerimli, Yusif Bagirzade, Panah Huseyn, Mirvari Gahramanli, Agil Samadbayli, Annagi Hajibayli, Vidadi Mirkamal and Haji Ilgar Ibrahimoglu.
