Azerbaijani Ombudsman considers that more attention is paid to prisoners' health.

"After the protocol against torture was signed by the Azerbaijani government in 2009, more attention was paid to the health of prisoners in Azerbaijan", Azerbaijani Ombudsman Elmira Suleymanova said during a conference on "Increase of the ombudsman's role as a National Preventive Mechanism in Azerbaijan" in the Azerbaijani Parliament.

Suleymanova said that since that period construction of new detention centers and correctional facilities has been launched. A system of their protection is modernized.

According to the National Program of Human Rights, monitoring are held periodically in correctional facilities. Measures to protect the honor and dignity of prisoners are made.

Chairman of the Committee on Legal Policy and State Building of the Azerbaijani Parliament Ali Huseynov said that changes in the field of human rights have been made since Azerbaijan's getting of independence. Legislation was improved. The international documents were ratified.

Much work in the field of human rights falls to the share of NGOs and other organizations, head of OSCE Office in Baku Ali Bilge Dzhankorel said. He said that national mechanisms should be worked out to improve the protection of human rights.

"The Ombudsman should further strengthen the fight against torture in detention and correctional facilities," the OSCE official representative said.
