KOICA (Korea International Cooperation Agency) and KCSC (Korea Cadastral Survey Corporation) which is an implementing agency of the KOICA project established GPS Pillar in Zira Municipality for the cadastral survey using RTK(Real Time Kinematic)-GPS and Tachometers in March 16, 2010 for KOICA Project 'Improvement of the Land Cadastral System in Azerbaijan'.

The project for 'Improvement of the Land Cadastral System in Azerbaijan' is one of KOICA's assistance projects in Azerbaijan and is implemented by KCSC, which was selected by KOICA as an implementing company. KOICA and KCSC cooperate with SPCSLCM (Scientific-Production Centre of State Land Cadastre & Monitoring) and SCLC (State Committee for Land and Cartography) which are related authorities for the implementation of the project from Azerbaijan side.

The project budget is $1.5 million granted by KOICA on behalf of Korean Government.

The main work scopes of the project are taking aerial photos and doing field survey to register the lands of Zira in Azizbeyov area in order to produce cadastral maps and establish a cadastral information system.
