WB to review progress of reforms in Azerbaijan’s health care system

A WB mission on reforming health care system project will start its activity in Baku today, WB Baku Office told Trend today.

"The visit will last till August 1," the mission said. "The progress of the project implementation will be discussed."

The mission is headed by project team head Claudia Rokx.

The project of reforming the health care system in Azerbaijan consists of four main components:

- Strengthening the management potential of the health ministry, sectorial policy, planning policy and regulation;

- Improving the quality and efficiency of health services in five pilot regions which includes the modification of the initial level of services at a regional level and the construction of three regional hospitals, strengthening the ties between primary and secondary levels of health care presented in these regions;

- Reform of health financing, a gradual transition to the principles of compulsory health insurance;

- Increasing human capacity, including a certification programme for medical personnel.

At present, tenders are carried out to establish online information system, envisaging improvement of the existing database and development of technical reports, involvement of an individual local consultant to effectively use the environmental management plan, prepared within the project, construction of first aid points in the regions etc.

The project was approved by the board of directors of the World Bank on June 29, 2006, and its implementation began in December 2006. The total project cost is $78.25 million, of which $50 million is allocated by the World Bank, while the share of the Azerbaijani government in the project is $28.25 million.
