Regulations are being introduced in Turkmenistan to control the import of cement. This decision aims to maintain domestic production and to provide those facilities under construction in the country with domestic cement.
The relevant decree was signed by Turkmen President Gurbanguly Berdimuhamedov.
As from August 1, 2013, regardless of ownership, the customs value of cement imported into Turkmenistan by firms with the exception of the type of cement, not subject to a customs duty, will be paid at the rate of 100 per cent, while the minimum customs duty per ton of cement is $200.
The document also approved the list of types of cement not subject to customs duty while importing into the territory of Turkmenistan.
The Turkmen Ministry of Finance and the State Customs Service were ordered to prepare the proposals to amend the national legislation and submit them to the Cabinet of Ministers.
Cement production is being expanded and Turkish company Polimeks Insaat Taahhüt ve San. Tic. AS commissioned a plant with a capacity of 1.4 million tons of cement per year in eastern Turkmenistan in early 2013.
Polimeks also commissioned a similar plant in the west of Turkmenistan in the area of Jebel in the Balkan region in October 2011. Its cost is estimated at 180 million euros. Large enterprises of this type also work in the Akhal region.
