By End of March 2007 Azeri Transport Ministry to Receive Proposals regarding Restructuring ASRD

Japanese Fadeko, the consultant for the Azerbaijani Government plans, by the end of March 2007, submitting proposals regarding restructure of the Azerbaijan State Railway Department (ASRD), Trend reports. According to the Azerbaijani Deputy Transport Minister Musa Panahov, it will be a preliminary project that will study the efficiency and acceptability of holding reforms in the current conditions. Right after that, the period of restructure implementation will be fixed.

The proposals regarding the restructure of the ASRD should be submitted by the end of March 2007. Financial recovery of the ASRD needs to be carried out in order to see real work. Conducting the reforms will be very difficult without financial recovery, and bringing it into conformity with the infrastructure. This work may take 1-1.5 years, but beginning them from 2008 is not real, the Deputy Minister underlined.

The Japanese consultancy company was attracted throughout the World Bank (WB) grant, amounting to $900.000. The grant was allocated for credit preparation to the WB, totaling $100 mln within the framework of the strategy support for trade and transport. In addition, within the $30 mln grant from the European Bank for Reconstruction and Development, the obligations are put with regards to the restructuring of ASRD and turning it into a joint-stock company.
