Turkmenistan plans to reconstruct the oil refinery plant (ORP) in the east, in the Seyd city. The total cost of the reconstruction work is $1 billion, an official Turkmen source said.

A number of major oil and gas companies from Asia and Europe have filed an application to participate in the tender. Currently, the company produces straight-run petrol, diesel and fuel oil, which are mostly exported. The export figures have increased by one third since 2009, compared to 2008.

The plant receives raw materials from the right bank of the Amu Darya, as well as from the gas condensate seats of the Dovlatabad and Gazachak deposits.

Turkmenistan produces about 10-11 million tons of crude oil per year. The main part of the processing takes place at the biggest ORP in Turkmenbashi, in the western part of the country. This ORP has been modernized. The total cost of the large-scale reconstruction work was approximately $1.5 billion, partially through the foreign investment.

The companies of Japan, Germany, France, Iran, Turkey and other countries participated in the reconstruction. The program on the development of fuel and energy complex, oil industry is a priority for the diversification of Turkmen economy.
