Azerbaijan supports equitable distribution of frequency resources among RCC participants

Azerbaijan supports the equitable distribution of frequency resources among Regional Commonwealth of Communications (RCC) member countries, Chief of the Azerbaijani State Radio Frequencies Administration's Coordination and International Relations Department Mehdi Agagulov told Trend

Agagulov said this question has become important in recent years and, today, Azerbaijan, like other countries that are part of the RCC, hopes for the equitable distribution of frequency assignments and satellite orbits between RCC and European Organization for CEPT member states.

Today, the main issue is the formation of proposals by the RCC Communications Administrations, which relate to the development of the satellite industry and the simplification of coordination procedures. A contentious issue is the distribution of the frequency bands allocated for satellite broadcasting between the administrations, Agagulov said.

"Earlier, many European countries could temporarily use satellite orbit frequency assignments and positions, and it is profitable for them that this situation remained unchanged. We propose to carry out monitoring to identify unused frequency resources and geostationary orbits, which are unlikely to be approved by these countries," Agagulov added.

Azerbaijan also supports the process of defining international legal mechanisms for reviewing appeals for geostationary satellite positions for "paper satellites."

The service's chief engineer, Ilham Efendiyev, told Trend earlier that the practice of "paper satellites" in the development of geostationary orbit satellite slows down the process of efficient and effective use of the orbit and violates the principle of equal access to it.

Appeals of some member countries of the International Telecommunications Union (International Telecommunication Union) on the orbital position and their non-use on the destination mean the abuse of rights. Azerbaijan's proposal to develop international legal mechanisms to eliminate the practice of "paper satellites" will be put forward for discussion at the World Radiocommunication Conference 2012.

The entire ITU system is slowed down as a result, as each application requires careful consideration and processing.

The issue of the rational use of frequency resources and coordination, as well as the use of satellite communications systems and navigation, became topics of discussion at a meeting of the World Radiocommunications Conference 2012 in Geneva on Feb.14-25.
