The expert council on NGO Law at the Conference of International Non-Commercial Organisations and the CE Venice Commission expressed an opinion on the draft of the proposed amendments to the Azerbaijani law on 'NGOs' adopted in 2009.
"The Venice Commission thinks that despite the recent improvement in several aspects of the legal status of non-governmental organisations in Azerbaijan, the changes proposed to the relevant law adopted in 2009 and the decree of 2011, there is still some inconsistency with the requirements needed to reach international standards," the Venice Commission's report said.
Despite the fact the registration of NGOs in most countries is a formal process, the changes to the law on NGOs as discussed in Azerbaijan complicate the complex and long registration process. The Venice Commission has called on Azerbaijan to take steps towards the realization of civil and political rights of all individuals within its territory.
In this regard, the Commission's willingness to continue assisting the Azerbaijani governmental bodies in the field of human rights was stressed.
