A sufficient number of qualified independent experts in the field of insurance is a guarantee and one of the most important elements of the effectiveness of the functioning of the entire agricultural insurance system, Chairman of the board of the Azerbaijan Agricultural Insurance Fund Fuad Sadikhov said, Trend reports.
“In this sphere, today there is a certain shortage of professional personnel in Azerbaijan,” Sadikhov added.
“This is primarily connected with the fact that there is no necessary training in the relevant specialty; in general, the number of professional agronomists and veterinarians in the country is limited,” the chairman said. “Of course, the effectiveness of the entire agricultural insurance system depends on the professionalism of independent experts and the results of their activities.”
“The institute of independent experts is an important element of the new agricultural insurance system, which is designed to solve the most pressing issues of participants in the field of insurance,” Sadikhov added. “The availability of an insurance certificate does not mean the automatic payment of insurance compensation in case of an insured event.”
“To receive the insurance payment, it is necessary to correctly determine the reason for the occurrence of the insured event and the amount of damage,” the chairman said. “An independent expert not only must confirm the occurrence of the insured event, but also evaluate the connection between the insured event and the amount of damage caused to the insured.”
“To resolve this problem, the Fund has held certain negotiations with the relevant agricultural universities of the country,” the chairman said. “As a result, the agreement was reached to send their graduates to the specially organized courses in which highly qualified foreign experts are involved. The results will be evaluated by the State Examination Center. Then the process of licensing will be carried out. The preparation of the necessary regulatory framework for this purpose will be fully completed soon."
