Azerbaijan, Baku /corr. Trend K.Zarbaliyeva / It is impossible to resolve the problems in the construction sector by toughening the punishment in the criminal legislation. "Toughening of punishments should be the final approach at resolving the problems in the construction sphere," lawyer-expert Rashid Hajili said.
The President of Azerbaijan, Ilham Aliyev, presented a draft law to the Parliament with regards to the amendments and annexes to the Civil and Criminal Codes. The document involves tightening the responsibility for those breaking the legislation in the construction sphere. According to the proposals on the amendments to the criminal legislation, sanctions will be toughened for those who break security regulations and those involved in illegal construction. The law draft envisages responsibility to be taken by those whose actions jeopardize the lives and health of citizens.
According to the expert, the Construction Code and Law on Construction may eliminate the confusion regarding this matter. "The procedures of obtaining permission to carry out construction work needs to be determined. Toughening of sanctions will not yield any results due to corruption and monopoly," he said.
According to Isakhan Ashurov, toughening the punishment is a preventive measure. "This issue should be critical for everyone otherwise drastic measures will not resolve the problems," he said. The Executive Director of the Participants of the Real Estate Market pubic union, Nusrat Ibrahimov, considers this decision to be very crucial in regulating the problems in the construction sector.
