Azerbaijani Ombudswoman Demands Punishment of Police Departments for Detainees Deaths

Azerbaijan, Baku / Тrend corr S. Aghayeva / Azerbaijani Ombudswoman, Elmira Suleymanova, is demanding the punishment of the heads of police departments that led the way to the death of detainees, she said on 24 September speaking on the subject of 'Improvement of Application of European Convention on Human Rights in Azerbaijan' at a round table organized by the Ombudswoman's Administration and the Council of Europe.

According to the Ombudswoman, as a result of three recent cases of police tyranny, in the regions of Khizi, Lankaran and Guba Police Departments, detainees died from being seriously injured by police officers, the employees of the police departments were punished, whilst the heads remained unpunished.

In her opinion, the administration of the police departments should be made answerable first.

Most part of the complaints were received from citizens regarding law enforcement bodies, Suleymanova noted. They relate to battery of detainees and corruptibility of police employees. Citizens also complained about the judicial system - delay in trials, unjust verdicts and non-fulfilment of court decrees.
