Uzbekistan abandons active import substitution policy

The privileges, granted to the enterprises included in localization programs, which are implemented in the country for more than 15 years, including those on current projects, will be canceled in Uzbekistan from April 1, 2018, the Uzbek Ministry of Economy told Trend.

Participants in the localization program, producing analogues of foreign products, were exempted from payment of customs fees for imported technological equipment and spare parts, profit tax, tax payment and property tax for a period of 3 years.

The rate was made for the production of import-substituting and export-oriented products, ensuring at least 36 percent-localization level. At the same time, the share of export of localized products in net revenue from its sale was to be at least 20 percent.

The data of the Uzbek Ministry of Economy shows that over 2,800 localization projects totaling more than $5.5 billion have been implemented in the country for 15 years. Presently, the share of localized goods in the total volume of industrial output exceeds 20 percent.
