Kazakhstan taking measures to ensure better consumer protection

Mazhilis (lower house) of Kazakhstan’s Parliament has approved the bill on consumer protection, Trend reports with reference to the press office of Kazakhstan’s Ministry of Trade and Integration.

The ministry said that the amendments package to the bill was developed taking into consideration the UN principles on protecting consumer interests including ensuring the proper protection of country’s population as consumers; encouraging entrepreneurs to strictly comply with ethical standards, supporting customer-oriented business; contributing to the creation of independent consumer groups, strengthening of the public control; and introduction of effective mechanisms for the settlement of consumer disputes and measures of consumer legislative protection.

Thus, the approved bill oversees introduction and creation of new systems and formats:

- three-stage complaints considering system;

- responsibility of entrepreneurs for the non-placement of contacts with the seller, the authorized body and the subjects of pre-trial settlement in the places of sale of goods, works and services, as well as for the refusal to exchange goods or return money and ignoring consumer claims;

- a list of representatives of the legitimate interests of consumers and subjects of pre-trial settlement;

- mechanisms for considering appeals at the levels of the seller, the subjects of pre-trial settlement and the authorized body;

- a unified information system for receiving complaints in consumer protection; and

- interdepartmental council for the Protection of Consumer Rights under Kazakhstan’s government.
