The Azerbaijani Communications Ministry is studying international experience on the normative and legal regulation of the Skype Internet telephony service, Aliyar Tamirov, the head of the Regulation Department, told Trend.
According to Tamirov, functions that are implemented in the form of IP-telephony, namely the lack of payment for Skype calls from computer to computer, and a scanty payment for calls from Skype to phone creates some problems for operators of traditional telephony.
The question is about a substantial decrease in revenue of the operators of traditional telephony services in connection with the above-mentioned issue.
"Regulating this kind of service does not mean its complete closure. This is about developing certain rules and norms of making economic calculations when using Internet telephony," Tamirov said.
According to Jalil Jafarov, the director of the ministry's Center for International Relations and Calculations, the ministry is in the state to track the traffic of calls made from Internet service Skype to subscriber numbers from the technical point of view, which cannot be said about the direct communication of two users via Skype.
"The problem today is typical for many countries, including for the world's largest operators, which, unfortunately, despite their efforts, are not in the state to monitor and regulate Internet telephony," Jafarov said.
The issue of regulating Internet service Skype IP telephony was raised by the Azerbaijani Minister of Communications and Information Technologies Ali Abbasov, who gave the appropriateinstructions to study the process and resolve issues related to the regulation of this service.
The ministry intends to attract Internet service providers to IP traffic control.
