Russian Railways OJSC plans to build and electrify the railway from Iran to Azerbaijan and further to Russia, RIA Novosti reported.

The chairman of the State Duma Committee (lower house of the Federal Assembly of Russia) on transport Evgeniy Moskvichev made the remarks commenting on the issues that will be discussed during the visit of the State Duma Speaker Sergey Naryshkin on November 16-17.

"We have had a full understanding of bilateral relations over the past three to five years and memoranda on rail, aviation and maritime communications have been prepared, and I think that they will be signed since early July of 2015," said Moskvichev.

He said that Iran and Russia have a number of minor problems in the transport sector.

For example, the "green card" system (analogous to CTP) has not yet been fully launched in Iran - Iranian drivers can take CTP in Russia for a year, while the Russian drivers in Iran for only 15 days.

"There is an understanding from the part of the Ministry of (transport) of Iran, and this issue is being resolved positively," said Moskvichev.

The Iranian side raises the question of the possibility of multiple call of its vessels in the domestic, river areas of Russia. The Iranians will need multiple entry visas in order to do this, he explained. He expressed hope for a solution of this issue and believes that no problems will emerge.

Moskvichev said that the volume of transportation is growing by all kinds of transport, except by railway in the last two to three years.

In 2013, the growth of road transport between Iran and Russia increased by 39 percent compared to 2012, he said.

Basically Russian carriers from Dagestan specialize in it, where nearly 3,000 jobs have been created in this area over the past two or three years.

During the visit of Naryshkin to Iran he will meet with Speaker of Parliament Ali Larijani, as well as Chairman of the Board to determine the appropriateness of decisions, Ali Akbar Hashemi Rafsanjani.
