Deniz Bribosia, the Council of Europe Secretary General's Special Representative, stated in talks with journalists that a referendum' held in Nagorno-Karabakh was a waste of time and energy, Trend reports.
He noted that a referendum cannot possibly help to resolve the conflict. This must be done within the framework of the OSCE Minks Group, he stated.
