The Azerbaijani National Academy of Sciences (ANAS) has proposed to provide draft deferment for young people to continue their education, Vice President of the academy Arif Hashimov told the official website of the ruling New Azerbaijan Party.
"The break in higher education leads to a backlog in this area. Scientific studies are the entire chain. The whole process of developing the science may be broken by breaking one link," Hashimov said.
He said that mostly girls enter doctorate because boys, who have got bachelors and masters degrees, are drafted to the army. "But girls face difficulties after getting married. This slows down scientific research. From this point of view, I think that draft deferment will promote developing science in general," he said.
The Azerbaijani Education Ministry also prepares the proposals to amend the law on the "basis of call-up".
The law on the "basis of call-up" will be amended, said Siyavush Novruzov, a member of the Parliamentary Standing Committee on Security and Defense and the Republican Draft Board.
At present, bachelors enrolled in the magistracy continue their education after starting military service.
The current law was adopted in 1992.
