Speaker of Azerbaijani parliament expresses attitude to increased tariffs (UPDATE)

The cost of services increased by the Tariff Council will not be very noticeable, speaker of the Azerbaijani parliament said.
"The prices were not significantly increased by the Tariff Council. The cost of drinking water increased by 12 kopecks. The company can not operate profitably. The employees can not receive a salary," Speaker Oktay Asadov said at a meeting.
According to him, railway fares are three times cheaper than prices in neighboring Armenia and Georgia.
Tariffs for postal services, water and rail transport were changed in Azerbaijan. The decision was made at a meeting of the Tariff Council of Azerbaijan on Jan. 31.
On Jan. 31, at the next meeting, the Council considered tariffs in different areas and made appropriate decisions on the basis of a number of appeals by state structures.
According to those decisions, were reviewed tariffs for universal postal services provided by Azerpocht JSC operating under the Ministry of Communications and Information Technologies. New tariffs were defined for international and domestic mail correspondences and parcel services depending on their type.
New tariffs for domestic universal postal services were determined in amount of 0.20 manat to two manat.
Regarding international parcels, basic tariffs were defined, depending on the destination country and weight of package.
The Council also considered the appeal of Azərsu JSC, which indicates the low cost of one cubic meter of water. Tariff Council reviewed the tariffs, as a result of which, taking into account the VAT, the cost of one cubic meter of water for the population of Baku, Sumgayit, Ganja, Mingechevir, Shirvan and Khirdalan cities, as well as for the population of Absheron district was defined at 0.30 manat, and for other regions - 0.25 manat. For producer groups across the country, this tariff is equal to one manat. Fees for services of dirty water run-off were determined at 0.06 manat for the population, and 0.30 manat for other users.
The tariffs for manufacturers using water as a raw material were not changed. However, for groups of population and manufacturers who do not have meters, the monthly norm of water consumption was reduced from six cubic meters to five cubic meters of water.
Based on the appeal of Azerbaijan Railways JSC, the Council also reviewed the tariffs for passenger transportation services, prices on the routes were defined, depending on the type of trains.
Depending on the direction and distance, the prices for conventional trains were determined at a rate of 3-19 manat, for high-speed trains - 14-25 manat.
Bedroom suites were also included in these rates. In conventional electric trains, the price of travel was defined in amount from 0.20 manat to 2 manat, in high-speed trains - from 0.60 manat to 6 manat.
The analysis shows that these rates will be lower than the rates in neighboring countries and the CIS.
The new tariffs will take effect from Feb. 1, 2011.
