Arif Veliyev, the Chairman of the State Statistics Committee of Azerbaijan, held a news conference on 26 October. He stared that over the first 9 months of 2006, without consideration of the oil sector, the rise of GDP was 8%. Azerbaijan is behind Russia, Kazakhstan and Belarus for the amount of per capita income of gross product. During this period the rise was observed in all fields of economy, excluding agriculture where a 1% drop was fixed.

The committee was proud to demonstrate data indices of employment in the country. Over 9 months of 2006 a total of 134,800 new jobs have been opened, including 75,000 permanent jobs. Over 3 years 481,000 new jobs were opened, including 248,000 permanent ones. The analysis carried out by the specialists of the State Statistics Committee since 2003 showed that 30,000-40,000 jobs are created in the country per quarter and of them 51%-52% are permanent.

They noted that according to the official statistics, the number of people granted with a status of unemployed over the past 3 quarters constituted 54,728, whereas their real number is some 300,000. It is also inexact statistics.

With respect to carry out further imprint of the state statistics the State Statistics Committee set up the development of a new sate program covering he period from 2008 to 2013. At present the State statistics meets the international standards by 95%. In average 300-500mln old manats is spent out of the public budget in this respect.

Under the State Program the State Statistics Committee plans to launch development of inter-departmental balance. The relevant proposals have been submitted to the government on the conduct of a general census of population in 2009, while last year a general census was carried out in the agriculture.

By the end of 2006 the State Statistics Committee plans to improve fully the national system of statistics registration. At present an only gap in this direction is the absence of financial accounts, which is not carried out de to absence of difficulty of the system.

A the same time the Azerbaijani State Statistics Committee presented documentation needed for implementation of expert estimation on country's joining to IMF data distribution standards. Thus, they submitted tables, calendar of statistic data. To join the IMF special standards the country should fulfill all requirements and methodic data and indices should meet the IMF standards. Some 2-3 years ago Azerbaijan joined the common standards of IMF data distribution
