Georgia, Tbilisi, 18 July / corr. Trend N.Kirtzkhalia / Franc-Walter Steinmeier, the German Foreign Minister, considers a German plan as the best outlet from the situation over conflict settlements in Georgia, Steinmeier said at a briefing in Tbilisi.

"This three-stage plan, which fully takes into consideration interests of both sides, may be the base for the settlement of the Georgian-Abkhazian conflict," he stated.

The German Foreign Minister stressed that he intended to convince both conflict sides in rationality of this plan, which would be submitted to the Georgian president and Abkhazian separatists. "We intend to participate actively in relaxing tension in Europe and to take all necessary measures with this respect," he said.

Germany offered to solve the problem of repatriation of refugees and to restore confidence measures at the first stage of the plan, the second stage includes economical development of the conflict region and the third political settlement. Georgia tries to inject an item on cancellation of the Russian President's 16 April decree, which envisages establishing special relations with separatist republic of Georgia, into this plan.
