Visitors were detained while smuggling drugs to in prisoner in a prison in the Gobustan settlement.
The Justice Ministry's Penitentiary Service reported that Mammadov Shirkhan and Rustamov Samir were arrested after bringing a parcel containing heroin to prisoner Agayev Yusif.
The incident is under investigation.
