The Azerbaijani penal institutions' heads will not be able to work on one position for more than five years. Justice Minister Fikret Mammadov signed the relevant decree, the ministry reported.

Activities of the penal institutions' heads will be checked following the five-year term. Those, in whose activities will be revealed serious shortcomings, will be punished and those, whose activities will be evaluated positively, will be appointed to other agencies. It was reported at the Penitentiary Service's meeting on the results of 2010.

In 2010, Acting Heads of Penitentiary Service's Special Institutions No.1 and No.2 Ilgar Yunusov and Akif Mammadov, as well as some commanders of the security regiment unit, were dismissed for shortcomings in the performance of official duties. Several senior officials were brought to serious administrative responsibility.

Earlier it was reported that Azerbaijani Interior Ministry's Central Security Department Head Medet Guliyev has been appointed the Penitentiary Service Head and Deputy Justice Minister.

Guliyev replaced Nazim Alakbarov in the new post.
