A delegation of the Council of Europe Committee for the Prevention of Torture and Inhuman Treatment or Punishment (CPT) which recently carried out an eleven-day visit to Azerbaijan presented the report in result of a visit with the Azerbaijani Government, Trend reports with the reference to the statement of the Committee. The statement says that during the visit, the delegation assessed progress made since the first visit in 2002 towards implementing the CPT recommendations. It examined the treatment of persons detained by the police and conditions in temporary detention centers. Attention was paid to the treatment and regime of life-sentenced and other long-term prisoners. The visit also provided an opportunity to examine the situation in psychiatric establishments and to assess the legal safeguards applicable to the involuntary psychiatric patients under the Law on Psychiatric Assistance. In the course of the visit, the CPT delegation held consultations with the Minister of Justice, Interior Minister and Minister of Health, Azerbaijani Ombudsman, as well as non-governmental organizations.
