Azerbaijani migrants third in Russian job market

Migrants from Azerbaijan are amongst the most prolific workers in the Russian labour market, Deputy Head of the Russian Federal Service for Labour and Employment Ivan Shklovets told journalists in Baku.

He said: "Russia has a very capacious market for migrant workers, including Azerbaijani citizens who are quite active."

He said Azerbaijan ranks third in Russia on the total number of migrants, both legal and illegal, after Ukraine and Uzbekistan.

He went on: "Russia sets annual quotas for workers from other states. Russian employers say there are approximately 1.8 million jobs available per year for hiring workers, including those from Azerbaijan. There are hundreds of thousands of legal migrants from Azerbaijan employed under labour contracts with insurance and so on. Around three to four million have been working illegally in Russia.

"We are trying to legalise the process whilst at the same time not apply restrictive measures, but those that will stimulate legal work in the Russian market.

"We introduce sufficiently simplified schemes, the so-called patents, rather than to draw up a package of necessary documents. That means a patent is purchased each month making the migrant legal and free to enter into an employment contract and work."

Mr. Shklovets added that a scale of national measures is also taken. These contribute to the creation of a mechanism to encourage skilled workers and ensure they have a decent standard of accommodation and possibly long term residence permits."
