Twinning project to promote delivering Azerbaijani energy to Europe

Aligning Azerbaijani legislation with the European policies will allow energy resources to be delivered from the country to Europe, Azerbaijani Deputy Energy Minister Gulmammad Javadov said on Feb. 2.

"We want to bring Azerbaijani energy legislation in line with the European framework. This will enable us to deliver energy resources to Europe," Javadov said at a conference devoted to an energy-twinning project between the Azerbaijani Industrial and Energy Ministry and German Economics and Technology Ministry. The project will contribute to integrating Azerbaijan with Europe, German Economics and Technology Ministry representative Gunter Waschek said.

Waschek is the project manager.

The ongoing project include 5 components - introducing EU energy legislation, approximating electricity and gas legislation, designing electricity and gas network codes and partitioning functions among operators in various sectors, Waschek said. An array of methods will be used to implement the project in the short term.

Roughly 140 such twinning projects were realized in Germany. "We would like to see electric and gas systems developing in Azerbaijan," he said.

The project aims to align Azerbaijani energy legislation with the EU framework and execute structural legislative reforms. The project is being implemented as part of a program to support a cooperation agreement between the EU and Azerbaijan signed in 1999.

The twinning project will be realized within 18 months.

Three months will be added to prepare and close the project.

The expected cost of the project is 1.1 million euro, which has been allocated by the European Commission.

The twinning project includes a plan outlining project obligations and consists of 5 components.

The obligations stipulate commitments for working groups, workshops and visits to Europe.

The twinning project will bring Azerbaijani energy legislation closer to the EU framework, known as Acquis Communautaire. Acquis Communautaire includes 20 bills on energy and gas, thermal generators, efficiency requirements, information for consumers, promoting alternative energy sources and other issues.

Three bills were selected as a first step. Two are energy and gas directives. The latter regards establishing an energy management team.
