The Japan International Cooperation Agency (JICA) will finance the construction of a third combined cycle plant at the Navoi Thermal Power Plant (Navoi TPP), Trend reports with reference to Norma information and legal portal.
JICA signed a 30-year loan agreement with a 10-year grace period in the amount of 128,246 billion Japanese yen ($1.2 billion) for the implementation of an investment project for the construction of a third combined cycle plant at the Navoi TPP with a capacity of 650 MW.
The implementation and monitoring of the project is entrusted to Issiklik elektr stanalari JSC. Navoiy Issiklik Electr Stantsi JSC is responsible for the timely and high-quality implementation of the project, targeted use, as well as for the return of credit funds.
The disbursement of JICA loan funds will begin after the approval of the project feasibility study.
The National Bank for Foreign Economic Activity (NB FEA) will be engaged in servicing the loan on the basis of an inter-bank agreement.
As an exception, Navoiy Issiklik Elektr Stantsi JSC is given the right, within the framework of the project, to sign a direct contract without tenders with Tokyo Electric Power Services Co., Ltd (Japan) for consulting services on the preparation of tender documents for the selection of a general contractor, tenders and evaluation of bids.
The investment project implementation period is set at five years, 2020–2024.
