ASTANA, Kazakhstan, September 21. In absolute terms, non-tax revenues to the state budget of Kazakhstan amounted to 195.5 billion tenge (about $409.9 million) in the first half of 2023, which is 8.9 percent lower than the same period last year (214.6 billion tenge, or about $450 million), Trend reports.
Data from the Kazakhstan Institute of Economic Research shows that on the revenue side of the state budget, non-tax revenues account for 1.7 percent of all income for the first half of 2023 (2.2 percent for the first half of 2022).
Income from state property, as well as fines, penalties, and sanctions, occupied the largest shares in the structure of non-tax revenues in the first half of this year: 36.7 percent and 32.6 percent, respectively (29.4 percent and 23.2 percent, respectively, for 6 months of 2022); other non-tax revenues amounted to 29.1 percent (46.7 percent for 6 months of 2022); receipts of money from government procurement, as well as receipts from the sale of goods (works, services), occupied the smallest shares - 0.2 percent and 1.5 percent, respectively (0.1 percent and 0.7 percent, respectively, for 6 months of 2022).
In local budgets, non-tax revenues for the first half of 2023 amounted to 1.2 percent (1.4 percent for the first half of 2022). In absolute terms, non-tax revenues in the 1st half of 2023 compared to the same period in 2022 increased by 9.8 percent to 77.8 billion tenge, or about $163 million (70.8 billion tenge, or about $148.4 million in the 1st half of 2022).
For 6 months of 2023, the most non-tax revenues were collected in Almaty - 14.2 percent (14 percent for 6 months of 2022) and Astana - 13.7 percent (14.6 percent for 6 months of 2022).
