ASTANA, Kazakhstan, March 27. Kazakhstan aims to extend transportation of Russian oil to China for another decade, Trend reports.
In this regard, today the Majilis of the Parliament of Kazakhstan ratified the protocol signed on June 16, 2023, in St. Petersburg with amendments to the Kazakh-Russian intergovernmental agreement on cooperation in the field of transporting Russian oil through the territory of Kazakhstan to China. The protocol for the agreement will then be sent to the Senate (upper house) for review.
The protocol also made amendments to the determination of the competent authority for implementing the agreement. This is the Ministry of Energy from Kazakhstan, and Rosneft Oil Company PJSC from Russia.
The protocol will allow Kazakhstan to sell its own oil instead of Russian oil. In addition, the country's budget will receive payments each year for the delivery of Russian oil through Kazakhstan. Along with them, the Pavlodar oil refinery's production capacity will be expanded.
Furthermore, the agreement enables the adjustment of transit
quantities, levies, and compensation for oil transportation.
Long-term transportation of Russian oil in the amount of 10 million
tons per year will take place through a system of trunk pipelines
in a certain direction.
Meanwhile, the parties inked an initial agreement in July 2014.
Rosneft intends to export 100 million tons of oil to China over the
next ten years.
Moreover, from 2014 through 2016, 7 million tons of Russian oil were transited annually through the territory of Kazakhstan. Since 2017, the annual supply of Russian oil along the Priirtyshsk-Atasu-Alashankou route has increased to 10 million tons.
In 2014–2023, KazTransOil JSC supplied 91 million tons of Russian oil via the territory of Kazakhstan to China.
