In 2008 the forecast of the incomes of Public budget was implemented at AZN 10.763bln as compared to AZN 10.484bln or at 102.7%. This is AZN 4.756bln or 79.2% higher than 2007.
The Ministry of Taxes implemented the forecast at AZN 5.694bln compared to forecasted AZN 5.380bln or at 105.8%, which exceeds the forecast by AZN 314mln, and the figure of 2007 by AZN 1.2bln or 26.2%.
In 2008 the State Customs Committee of Azerbaijan fulfilled the forecast at 100% - 1.11 billion manats, which is higher than the indices of 2007 by 43.8% or 338 million manats.
State Oil Fund transfered to the Public budget the expected amount - 3.8 billion manats.
The expenditure of budget in 2008 was implemented at 96.6%, or 10.7 billion manats, which is 594 million manats or 75.5% higher than 2007.
During the year the expenditure on social measures composed 2.31 billion manats, which is 38.4% or 642 million manats more than 2007. The current social expenditure, directed for social protection and social provision, grew by 42.2%, expenditures on health - 34.6%, education - 35.5%, culture, information and physical culture - 47.1%.
In 2008 the investment expenditures of the Public budget of Azerbaijan totaled AZN 4.28bln, which is 2.2 times more than 2007. Of the funds transferred by the State Oil Fund AZN 453mln was spent on the investment expenditures, of foreign credits under State guarantee - AZN 430mln. State investments in the repair and construction works of the education facilities totaled AZN 214mln, the health facilities - AZN 204mln.
In 2008 industrial and construction expenditures in the Public increased by 2.2 times, expenditures for housing and communal service - 69.5%, defense expenditure - 62.8%, expenditures on state service - 41%, expenditures for the maintenance of court system, law-enforcement agencies and prosecutor's office agencies - 23.8%, agrarian expenditures and expenditures for environmental protection - 13.9%.
In 2008 AZN 171.6mln was provided for the repair and building of the culture and tourism facilities, preservation of cultural-historical heritage, the restoration of historical and religious monuments, development of national art, AZN 1.6bln for the development of transport infrastructure. In 2008 AZN 312mln was allocated to provide energy security.
Last year, State Oil Fund's financing continued for the construction of houses for the internally displaced persons, Baku-Tbilisi-Kars railway.
In 2008 the Reserve Fund of Azerbaijan President provided AZN 154mln to finance urgent measures. In 2008 AZN 1.582bln was allocated for the transport infrastructure.
