UK and UNDP to support public administration reform in Georgia

The next phase of the public administration reform will begin with the support of the United Nations Development Program (UNDP) and the UK Government, Trend reports via Georgian media.

Head of Administration of the Georgian Government Ilia Darchiashvili held an online meeting with Mark Clayton, the Ambassador of the UK to Northern Ireland, and the Resident Representative of the UNDP Nick Beresford.

The first cycle of fundamental reform was implemented in 2015-2020 and was based on a strategic document developed by the Georgian Government.

Currently, Georgian Government, with the support of the UK and the UNDP, is working on a new strategy to support public administration reform, which should define the implementation of the reform in the coming years.

Georgia continues to pursue fundamental public administration reform on the path to building a strong democracy and a modern system of government, UNDP Resident Representative noted.

Successful implementation of the reform will significantly improve key areas of public administration and increase the efficiency of public agencies, he added.

“The ongoing public administration reform is in line with Georgia's aspirations to create a transparent, predictable and accountable public administration system that serves the people and promotes positive change. The implementation of the next stage of the reform will further deepen the achievements and will help to address the challenges posed by the COVID-19 pandemic crisis,” the Head of the Georgian government, said.

“The UK supports democratic transformations in Georgia's public administration. Georgian Government will develop an ambitious, coherent and publicly understandable reform strategy that will facilitate reform at all levels of public administration, from national agencies to local municipalities,” the UK Ambassador said.

The UK and the UNDP have been supporting public administration reform since 2016. As a result, Georgia has been able to introduce integrated approaches to public administration, including policy development and coordination.

Public servants' evaluation and professional development systems have been refined, uniform standards for the delivery of public services have been developed, and digital solutions have been introduced.

During the COVID-19 pandemic, when the Georgian public sector faced additional challenges, the UK and the UNDP facilitated the process of adapting to the new reality, switching to public service remotely, and introducing e-services for both public officials and citizens.

With the support of the UK and the UNDP, cooperation between the public and civil sectors has also been enhanced, and the involvement of non-governmental organizations in the planning, implementation and monitoring of public administration reform has increased.
