Israel, Jerusalem /corr. Trend R.Mammadov / The next peaceful conference regarding the Middle East in Annapolis is the third effort to 'reincarnate ' the 'Road Map' of the US President, George Bush and raise his political image. "This effort of the leaders outgoing from the political arena - the US President, George Bush, Israeli Prime Minister, Ehud Olmert and Chairman of the Palestinian Autonomy, Mahmud Abbas - aims to establish illusion of progress in 'political process', and the results of their effort will be similar with the previous plans of settling Israeli-Palestinian conflict," said the expert of Begin-Sadat Strategic Studies Center at Bar-Ilan University in Tel Aviv, Mordehy Cedar.

In his interview with Trend, Cedar said that the history of the talks in Middle East over the recent 30 years shows that conducting international conferences have not yield positive results. "The history testifies that the success of diplomacy has been obtained through backstage talks which took place until talks in Oslo, and during the talks with Jordan where the secret channel of talks was in existence," he said. According to Cedar, the history of the diplomacy shows that if 'you want to obtain success in the peaceful process, it needs to become away from the press and other factors'. "As organizing the conference takes place before the eyes of the opponents of this idea, they further coordinate their actions and become mobilized to prevent the conference," the expert said.

According to Cedar, another issue which on focus of talks is the expediency of holding such a conference in conditions of actual split of Palestinian territory into two enclaves - one on the west bank of the Jordan River and another in Gaza sector. "If the administrative control over the area in the west bank is kept by the chairman of the Palestinian Autonomy, Mahmoud Abbas, and his "emergency government", with all members belonging to FATAH, the power in Gaza is kept by HAMAS. IN difference to "secular nationalists" from FATAH, the radical Islamists from HAMAS generally does not recognize the territorial compromise and peace resolution with Israel and respectively, leaders of the group state in advance that on their non-readiness for adopting any agreement achieved with the participation of Israel under the conference scheduled," Cedar stressed.

"Presently, Gaza is under HAMAS control, or to be more exact a coalition of families. On the other hand, Iran finances and supplies HAMAS with money, military specialists and armaments. It is paradox: Iran sponsors HAMAS which represents Sunnites. Earlier, the Saudi Arabia passed on sponsoring them under the Americans' pressures and in this situation the Mulla regime of Iran fills the ideological and financial gap. So, there occurred legitimating of Islamic solidarity," the Israeli expert stressed.
