The new Code of Administrative Offences, approved at the twenty-first session of the Turkmen Parliament, will come into effect in Turkmenistan from Jan. 1, 2014, Neutral Turkmenistan newspaper reported today.
Some crimes are considered administrative infringements within the humanization of the legislation.
"Therefore, the body of some crimes included in the Criminal Code has been decriminalized," the article says. "In particular, the body of such crimes includes beating, careless infliction of injuries of medium severity, slander and others," the article said.
The code expanded state powers to ensure the proceedings of an administrative offense, such as administrative detention, personal search, inspection of things, vehicles, area, facilities, goods, other property or documents belonging to a legal entity, its representative office, business units or a person involved in entrepreneurial activity without legal permission.
Moreover, the code envisages the seizure of property and documents (except for a passport or other identity document), vehicles, prohibition to use vehicles.
