CIS Countries Institute Director: Existing Shortcomings in Russia's Migration Policy

No doubt there are shortcomings in Russia`s migration policy, Russian State Duma MP Constantine Zatulin, Director of CIS Countries Institute exclusively told Trendcommenting the importance of the round table discussion on the topic Which Migrants Russia Needs? held by the All-Russian Forum We are Citizens of Russia! in Moscow this week.

Today it is important to understand whether there will be people who will be commissioned to carry out certain tasks, actually work, improve and upgrade the policy, or persist continuing making mistakes. The realization of the migration policy in that form which we have it now will not bring any positive results to us and will be ineffective. No doubt it should be changed and improved, pointed out Mr Zatulin.

Answered the key question of the round table discussion being held, the CIS Countries Institute Director told that Russia needs first of all those migrants who are ready to live in Russia by their origin, knowledge of the language, understanding of Russian conditions, etc. According to the MP, they are first of all Russian compatriots living behind Russia. The political analyst thinks that the decree adopted at the high level is flowery called Voluntary Migration of the Compatriots. It should have been called Decree on Repatriation. The MP explained his preference to compatriots with the fact that they are closer to us, and they not need a particular adaptation to integration. All other ones are also needed, and after a few years, we shall not make out actually who will be migrated first, and who will be migrated then. We shall be strive for more people`s migrating to Russia, told Mr. Zatulin.

The State Duma MP is sure that there is a real necessity in creating an agency aimed at the right redistribution of migrants, not building barriers which are easily passed if necessary. Tomorrow we shall prohibit this or that, but people will find across ways to surpass these obstacles, if incentives are not created in other places. The point is that we have never created systems of incentives actually, but created the system of bodies to prevent it. The bodies shuld exist, but should not annul incentives, summarized Mr. Zatulin
