Pashayeva noted that married young couples have no medical care and in some cases it leads to the birth of handicapped children. The numbers of children suffering from thalassemia are expected to increase.
The main reason for this is relative marriages.
The other proposal from Pashayeva is for couples to sign marriage contracts before matrimony. The majority of divorced women are not able to obtain their share of personal property.

Oktay Asadov , the Speaker of the Parliament, suggested developing proposals in this direction and submitting them to the Parliamentary commission.
