Uzbekistan reveals priorities for agriculture dev’t for 2021

Farms in Uzbekistan will be able to voluntarily enter into futures contracts with cotton-textile clusters for the supply of raw cotton, Trend reports referring to Norma information and legal portal.

The president of Uzbekistan has identified the main tasks for 2021 following the Strategy for the Development of Agriculture of Uzbekistan for 2020-2030.

According to the document, a phased specialization of the territories of all regions of Uzbekistan for the cultivation of certain types of products is provided in the direction of the development and implementation of state policy in the field of food security in 2021, as well as the specialization of the territory of at least one district in the production of organic agricultural products.

Also, starting from April 1, 2021, a system of plantation construction and sale to the population is being introduced with the condition of payment within a 7-year period of intensive orchards and vineyards on integral land areas of up to 300 hectares, which are in the reserve of the administrations’ districts.

In addition, to create a favorable agribusiness environment and value chain, cotton and textile clusters are granted the right to carry out activities with farms on a contractual basis. Thus, farms will be able to voluntarily enter into futures contracts with these clusters for the supply of raw cotton.

It is also reported that starting from 2021 the practice of assessing the market value of land will be introduced on a systematic basis - at the initial stage for the rational use of land and water resources, while its use as collateral will be launched in the future.

Moreover, from September 1, 2021 compensations on loans from commercial banks allocated to agricultural producers for the purchase of certified seeds and seedlings of crops are provided at the expense of the State Entrepreneurship Support Fund to cover interest costs and guarantees in the amount of up to 50 percent of the loan amount as part of the phased diversification of government spending aimed at supporting the agricultural sector.

Furthermore, monitoring of over three million hectares of irrigated land will be introduced according to the register of land users to create a transparent mechanism for departmental agricultural statistics.

Also, an analysis of the sowing of five types of main crops (cotton, grain, rice, potatoes, oilseeds) will be carried out using satellite images, integration with the National Geoinformation the system of the Unified Information Base, which provides the possibility of observing agricultural lands on an interactive map, taking into account the main and secondary types of crops and the level of yield using the ArcGIS program, etc.
