Kazakhstan eyes to adopt draft law stimulating construction of flexible power capacities

Kazakhstan plans to adopt a draft law stimulating the construction of flexible power capacities, the country’s Energy Minister Nurlan Nogayev said during his working visit to the Almaty region, Trend reports referring to Kazinform News Agency.

Nogayev got acquainted with the work of solar and hydroelectric power stations in the area of ​​the Kapchagai Reservoir, visited the construction site of a wind power plant in the village of Shelek, the Moynak hydroelectric power station, and discussed the energy supply of the city of Almaty and the region with the responsible persons.

Answering journalists' questions, he said that the Government of Kazakhstan intends to stimulate the construction of flexible power capacities.

As it’s known, presently in Kazakhstan, a surplus of electric power is accompanied by a shortage of flexible power capacities. Electricity consumption during the day is uneven, with an increase in the evening hours and a decrease at night, requiring an operational variable operation of power plants. The existing regulatory capabilities of the existing power plants are insufficient, and therefore the system operator has to use the regulation of the Russian energy system.

"The ministry initiated a number of amendments to existing laws, which are currently under discussion in Parliament. Among other benefits, the amendments will stimulate investors for the construction of renewable energy sources by extending the terms of contracts for the purchase of electricity, centralized purchase and sale of flood electricity through the Design-Financial Center, provision of financial support from the government to the center to reduce the risk of investors and the price of electronic trading for renewable energy sources,” said Nogayev.

“The development of flexible capacities to attract them to regulate production-consumption imbalances will allow redirecting the purchase of a part of services to compensate for deviations at power plants operating in Kazakhstan,” he added.

“The selection of projects for the creation of flexible generation will be carried out through conducting auctions, which will give impetus to construction such sources, to choose the most effective projects with a minimum impact on prices for end-users. These measures will increase the investment attractiveness of the renewable energy sector in Kazakhstan, and will also have a positive effect on the country's energy system," concluded the minister.
