Ruling New Azerbaijan Party Considers Restoring Proportional Representation

Azerbaijan, Baku / Trend corr. I. Alizadeh / The ruling New Azerbaijan Party (Ana Vatan Party) is considering possibly restoring the proportional election system, Siyavush Novruzov, the Deputy Executive Secretary of the party and member of the Permanent Parliamentary Commission on Security and Defence issues, said.

Earlier the proportional and majority election system existed in Azerbaijan and the parliamentary elections held before last were held within these systems. Azerbaijan turned to the majority system after the referendum held in August 2002. Some MPs from the ruling party, the opposition parties, and international organizations consider it necessary to restore the proportional election system in the country.

The proportional election system has different forms. Only one form of the system was used in Azerbaijan. The issue concerning use of one form in the future is expected to be discussed.

"It is necessary to consider the short-comings of the majority system and the advantages of the proportional representation system," Novruzov said.

The ruling New Azerbaijan Party was founded in Nakhchivan in 1992. The All-Nation Leader, late ex-President Heydar Aliyev was the first Chairman of the Party. President Ilham Aliyev is the present Chairman of the Party, which has been ruling for the last fourteen years.
