From Dec. 1, 2017, making non-cash payments for services of UBER and other non-residents operating in Azerbaijan will entail VAT charges, Zakir Nuriyev, chairman of the country’s Banks Association, told reporters in Baku Nov. 28.

In Azerbaijan, amendments to the tax legislation came into force in early 2017. The amendments provide for taxation of e-commerce. The amendments also envisaged collection of VAT charges for services of UBER and other non-residents operating in Azerbaijan.

However, due to technical problems, the amendments were implemented only in part and only purchase of online services from foreign websites, online participation in contests and lotteries was subject to taxation.

Nuriyev added that in particular, problems with applying tax amendments were due to processing centers and banks.

Nevertheless, until the end of this month, all problems should be solved and the banks will receive the necessary software, and this will allow charging VAT from the services of non-residents, including UBER, starting from December 1, he noted.

The VAT rate is 18 percent in Azerbaijan.
